Illegal drug use peaked in 1979 when 14.1% of Americans age 12 and older used an illegal drug in the past month, declining to a low in 1992 of 5.8%. In 2019, that figure was 13.0%.

IBH views the fight against drugged driving as a significant part of the overall national effort to reduce drug use and an important way to make the roads safer for everyone who travels on them. While drunk driving rates have declined -- with alcohol-impaired driving fatalities dropping 50% from 1982 to 2018 (Responsibility.org) -- only in the last decade has drugged driving been recognized as a significant threat to highway safety. A new focus on drugged driving builds on and enhances the successful efforts that have been made in the previous decades to reduce drunk driving.

Reducing drugged driving is a vital part of US efforts to reduce the demand for illegal drugs. The money from American drug users now fuels deadly domestic and international drug trafficking. Reducing that demand is the key to building a better drug policy for our country.

IBH seeks to partner with drunk driving initiatives to build stronger policies and programs that will help achieve three vital public health and public safety goals: making roadways safer, reducing excessive drinking and illegal drug use, and helping people with substance abuse problems get the help they need to become drug-free.

IBH promotes both national and international policies that reduce illegal drug use and the problems that use creates. Non-partisan and non-political, IBH serves as a catalyst for change by promoting cooperation among government agencies, non-profits, research institutions and grassroots community groups. Jurisdiction for any claims arising under these Terms of Use shall lie exclusively with the state or federal courts within the State of Maryland. If any provision of this Agreement is found to be invalid by any court having competent jurisdiction, the invalidity of such provision shall not affect the validity of the remaining provisions of this Agreement, which shall remain in full force and effect. No waiver of any term of this Agreement shall be deemed a further or continuing waiver of such term or any other term. These Terms of Use and the Privacy Policy are the complete and entire agreement between the parties and supersedes any prior agreement, whether written or oral.
